Polens Präsident Duda setzt Gesetz zu "russischer Einflussnahme" in Kraft
Polens Präsident Andrzej Duda hat am Mittwoch ein umstrittenes Gesetz zur Einsetzung einer Untersuchungskommission zu "russischer Einflussnahme" in Kraft gesetzt. Das von der nationalkonservativen Regierungspartei Recht und Gerechtigkeit (PiS) kontrollierte Abgeordnetenhaus in Warschau hatte das Gesetz Ende Mai verabschiedet. Nach Kritik aus Brüssel, Berlin und Washington brachte das Parlament Mitte Juni eine veränderte Version auf den Weg, die nun von Duda durch seine Unterschrift in Kraft gesetzt wurde.
Die neue Version sieht kein zehnjähriges Amtsverbot mehr für Menschen vor, welche nach dem Urteil der Kommission "unter russischem Einfluss" stehen. Diese ursprünglich vorgesehene Regel richtete sich nach Ansicht von Kritikern gegen die Opposition. Diese sahen darin unter anderem den Versuch, Oppositionsführer Donald Tusk vor der Parlamentswahl im Herbst politisch kaltzustellen.
Die EU, die Bundesregierung und die USA äußerten sich besorgt, die EU-Kommission leitete sogar ein Vertragsverletzungsverfahren gegen Polen ein. Duda schlug daraufhin Änderungen vor.
Nach der neuen Version sollen die Betroffen nun nicht mehr für zehn Jahre gesperrt werden. Es soll stattdessen festgestellt werden, dass jemand "unter russischem Einfluss" handelt und nicht garantiert werden kann, dass dieser seine Tätigkeiten "im öffentlichen Interesse" ausführt.
Die neun Mitglieder der Kommission sollen zudem nicht aus den Reihen der Abgeordneten oder Senatoren stammen. Entscheidungen der Kommission können zudem vor Gericht angefochten werden. Kritikern gehen die Änderungen nicht weit genug.
