Gelsenkirchen verbietet E-Scooter
Bis Samstag müssen in Gelsenkirchen alle E-Scooter zum Ausleihen aus der Stadt verschwinden. Die Stadt hatte die Nutzung der Leihroller nach einem Streit mit zwei Anbietern verboten, das Verwaltungsgericht Gelsenkirchen bestätigte diese Entscheidung nun. Private Roller sind davon ausgenommen und dürfen weiterhin genutzt werden.
Bereits Ende März war die Sondernutzungserlaubnis der beiden Anbieter Bolt und Tier ausgelaufen. Die erneute Erteilung knüpfte die Stadt an Bedingungen: Sie will, dass E-Roller-Nutzende vor der Fahrt ihre Identität bestätigen - beispielsweise indem sie einen Führerschein oder einen Ausweis in die App laden. Damit wollte die Stadt auch Unfällen und Missbrauch der Roller vorbeugen. Die Anbieter wollten sich auf die neuen Regeln nicht einlassen und stellten einen entsprechenden Antrag vor Gericht.
Dieses bestätigte das Vorgehen der Stadt. Es sei rechtens, dass die Verwaltung die Straßensondernutzung an bestimmte Voraussetzungen knüpft. "Darüber hinaus drohen den Unternehmen auch keine unzumutbaren, nicht mehr rückgängig zu machenden Nachteile", erklärte das Verwaltungsgericht.
Die Stadt sei nicht grundsätzlich gegen E-Scooter, erklärte ein Sprecher gegenüber der Nachrichtenagentur AFP. Es werde aber zu viel Unsinn mit den Rollern getrieben, bei dem die Verursacher anonym blieben. Am Donnerstag waren bereits viele der ursprünglich 350 Roller aus dem Stadtbild verschwunden, so der Sprecher.
