EU-Parlament stimmt gegen Ausweitung des europäischen Emissionshandels
Das EU-Parlament hat am Mittwoch überraschend gegen die Ausweitung des europäischen Emissionshandels (ETS) gestimmt. Bei der Abstimmung in Straßburg ging es darum, ob der Handel mit CO2-Zertifikaten auf die Bereiche Verkehr und Gebäude ausgeweitet werden soll. Diesen Vorschlag hatte die EU-Kommission vergangenes Jahr als Teil des von der EU angestrebten Klimapakets gemacht, mit dem die Europäische Union bis 2030 ihren CO2-Ausstoß um 55 Prozent verringern will.
Bei der Abstimmung ging es um die Position des Parlaments für die Verhandlungen mit den Mitgliedstaaten über das Klimapaket. Nach der Ablehnung der ETS-Reform stimmten die Abgeordneten dafür, das Dossier zurück an den Umweltausschuss des EU-Parlaments zu verweisen. Auch der Teil über eine CO2-Grenzabgabe wurde nicht angenommen und ging zurück an den Ausschuss.
Der Umweltausschuss hatte Mitte Mai der Ausweitung des europäischen Emissionshandels und einer CO2-Grenzabgabe zugestimmt. Zuvor hatten sich die Abgeordneten nach langen Verhandlungen auf einen Kompromiss geeinigt. Dieser sah vor, dass Unternehmen für den CO2-Ausstoß ihrer Gebäude und Fahrzeuge ab 2025 zahlen müssen. Für private Häuser und Autos sollte der Emissionshandel frühestens ab 2029 und nach Vorlage einer erneuten Folgeneinschätzung gelten.
